This research aims to find out and describe about international human resource management labour relations in developing resources Indonesia-Japan TITP (Technical Intern Training Program). In his research, the type of methods used thi decriptive. Data collection thecnicues is a review literatur or literature studies using data from books, documents, journals, analysis technique qualitativ technique. The results studiey IHRM, organizations competitive strategy. srategy developed two ways: 1. Proactively, as proactive strategy address expected market forces. 2. Reactively, reaction conditions, organization facing. majority businesses, combination these forces leads development strategies. Indicate that form cooperation between Indonesia Japan funcional cooperation.even though initiator country this case study formation program, there are interests countries need one another. Through tranfer skills helped by proffessionals, goal collaboration accept young employees nation job training participans Japanese industry whitin set time frame.
